Either parent may request the modification of an existing child support order as the law requies a showing that there is a substantial change of circumstances after the date of the last support order as a prerequisite for modification.  The change in circumstances may occur for either party.
Illinois case law in recent years has held that the increase in the children's needs alone may be presumed if there has been a passage of time, namely a number of years, without a showing that the needs have actually changed.
